Biography

Dr. Ivy Yang is an EU AI/Digital Policy Specialist at Open & Agile Smart Cities & Communities (OASC), a global network of over 150 cities and communities dedicated to fostering innovation and collaboration through open and agile principles in the digital transformation of urban services.

With a PhD in Politics and International Relations from the University of Warwick, Ivy has a robust background in AI/digital policy, geopolitical analysis, and science diplomacy, with a focus on the dynamics between the EU, the US, and China.

In her current role at OASC, Ivy manages key work packages for two EU-funded projects:

  • NetZeroCities, which develops and implements data-driven solutions to help cities achieve net-zero carbon emissions.
  • BIPED, which focuses on enhancing privacy and security in data exchange among public and private stakeholders in smart city ecosystems.

Ivy also brings her expertise in natural language processing (NLP) and generative AI to the Department of Computer Science at the University of Warwick, where she co-leads a project that leverages these tools for advanced policy analysis and information processing.
